I suggest you use the Windows Installer APIs. That way you can pretty much
do what you want, and the Windows Installer subsystem in Win32 takes care of
all the ugly bits for you. Most people these days will have the runtime
installed, and it's free to use, as it's pretty much part of the Win32 core
spec by now.
