There is only one source tarball of the 0.1 release for all platforms,
called uqm-0.1-source.tgz, and builds quite happily for Windows OOTB.
(Provided you follow the instructions and get the correct library versions
of OpenAL, SDL and friends.)

You're probably better using the CVS method if you're interested in the
source, however.
