I have just checked in some code

this allows

- API access to the value array

- API facility to integrate one step without evaluating events

- adding new DLL exposed functions to CVODE

- adding CVODE to CompleteSOS lib .sln file for windows

Unfortunately I forgot to run dos2unix on the source files.
It is possible you'll run into compile bugs.
