[ 1193559 ] CMGetArg/CMGetArgAt return datum w/ type 0
The problem is a paramvalue without a type as part of the
method call.

<VALUE>"Set"</VALUE>
</PARAMVALUE>
This is a wbemcli problem. sfcbd now defaults to string if
no type is found.
