#2551 Improve logging of config file name

The Java CIM Client logs the configuration file with the CIM1001C message, but if the file is not an absolute path it is difficult to tell exactly which file is being loaded, especially with the first default location ("active" directory. For example, the client logs this:

CONFIG: CIM1001C Loading configuration file from URL sblim-cim-client2.properties

but it would be better if it logged this instead:

CONFIG: CIM1001C Loading configuration file from URL C:\MyApps\JavaCIMClient\sblim-cim-client2.properties

    WBEMConfiguration.getActiveConfigFullURL() will now return the FQDN of the config file in use, if any

    Patch sent for community review. During a 2 week period any
    exploiter may comment on the patch, request changes or turn it
    down completely (with good reason). For the time being the patch is part of the "Experimental" branch in CVS.

    The community review has completed and we received no substantial criticism. Therefore the patch has been approved and merged into the "HEAD" branch. The next release will pick it up.
