Provide custom library to allow the user to define functionality for sfcbGetResponseHostname
nsPath2xml() will replace gethosname() with this to fill <HOST> info.
Merge _sfcGetSlpHostname from sfcSlpHostname.c
The new sfcCustomLib is always built and the patch removes redundant checks from the code from various places.
