Provider Manager is too rigorous when it encounters a failure to satisfy a client's getProviderContext request. Similarly Provider Driver is exiting unconditionally if a provider operation cannot be processed due to a provider mismatch. Both can lead to a hang, either of the HTTP adapter or a provider doing an up-call.
