I agree, this would be quite a useful extension. If you would like to submit the code - or even better, some test cases (writing the code is the easy part) I'll be happy to consider including it.

Subject: [saxon] Base-64 Encoding of Binary Files

It would be handy to have an extension function like saxon:octets-to-base64Binary() that could encode an entire binary file, as that’s a very common requirement for me. How can I best get those octets and pass them to you for encoding? Obviously I could write my own extension function to read a binary file by URI, but I’m wondering if I have to.
