If you want to write the function in XSLT or XQuery, the answer is no.
 
If you want to write it in Java, the answer is: possibly, if you are prepared to use rather low-level interfaces. You would have to write your own ExtensionFunctionFactory to do the binding, and that's not something I would recommend unless you are very determined.
