It's difficult to help with such a broad question. You can start with the sample SaxonServlet issued as one of the sample applications (in the saxon-resources8.x file, a separate download) and then customize it to your needs. That provides you with a simple web service implemented as a stateless servlet (well, stateless as far as the caller is concerned): it accepts the URIs of a source document and stylesheet as inputs, and returns the result of applying the stylesheet to the source document.
Don't implement it on a public site without thinking about the security implications.
