You need to write a transformation whose output is an XML file consisting of XSL Formatting Objects, and then you need to feed this XML file into an XSL-FO processor (such as Apache FOP) that translates the XSL Formatting Objects into PDF. Saxon's saxon:fop output method makes it easy to feed the output of the transformation into FOP, but writing the stylesheet to produce formatting objects is left entirely to you.
