No

When an attribute wildcard (xs:anyAttribute) is defined
in a complex type derived by extension from a base type
that does not have an attribute wildcard, the attribute
wildcard is ignored, and any attribute in the instance
document that ought to match the wildcard will be
reported as a validation error.

(For my reference: the fix is to add

} else {

extendedAttributes.setAnyAttribute(thisWild);

at line 311 of UserComplexType.java)
