matches() returns () if the first argument is (). It
should treat a first argument of () as a zero-length
string.

tokenize() returns () if the first argument is (). It
should treat a first argument of () as a zero-length
string.

Applies to 8.2 and all earlier releases (though it
wasn't a bug at one time, because Saxon is doing what
the spec at one time said should be done.)

Source code fixed.
