#1207 SchemaURIResolver not called by xs:import
When xs:import is called with a target namespace attribute but no schemaLocation attribute, the user-supplied SchemaURIResolver is not invoked, so it has no opportunity to provide the required schemaLocation.
A patch is being raised on the 9.4 branch (the problem may also be present in earlier releases). Affects module XSDImport.
