A jingle need to be played always after tracks end. For example, there are
four tracks: a 10-min track, a 12-min track, a 15-min track, and a 20 min,
and these tracks are played in order. There is a 20-sec jingle.
Then, the following is the sequence of play.
1. the jingle
2. the 10-min track
3. the 12-min track
4. the jingle
5. the 15 min track
6. the jingle
7. the 20 min track
8. the jingle

The solution I proposed should do just what you need: the fallback
plays a jingle whenever available after the end of a normal track, and
the delay restricts the availability to no more than one jingle track
per 15 minutes. Is it not what it does when you tried it?
