[savi-users] SaVi Amazon Project Kuiper script

I've added a first attempt at a simulation of the initial planned shell
of Amazon's Project Kuiper system, similar to my previous SpaceX Starlink
addition. This is based on very recent FCC filings; the script
explains all.
