[Sandweb-users] Sandweb says that it creates the repository, but it does not.

I've tried everything I can think of.  I've even uninstalled and
reinstalled the program and that doesn't work. 
I can create a repository.  It says that it is created.  Then I go to
checkout a module and it gives me an error, "no /cvs//CVSROOT directory
found".

Any ideas?
