  Fill out the short form and download the installer. If you have nvidia supported graphics then you need to install cuda first.
  
  pacman -S cuda
  
  Once both are installed. Reboot.

  You just download the archive from the website and extract it to its own folder, then double click the installer.
  
  Also you're attempting to use apt in an arch based system, where pacman is the package manager.
