Sailcut CAD 0.3.9 status report

With its 0.3.9 release, the sail plotting package Sailcut CAD is moving along nicely as a number of milestones have been achieved:
* all major components of the GUI are in place
* non-OpenGL and OpenGL display of the sail work
* Sailcut produces a correct cross-cut layout
* XML file i/o of the sail definition works
* XML output of the sail's points works

The next milestones include:
* handling of twist for the sail
* panel development of the sail
