Sailcut CAD 0.3.10 release

The sail plotting package Sailcut CAD continues to move forward with its 0.3.10 release :
* handling of twist for the sail
* improved view controls
* OpenGL shading of the sail

The next milestones include:
* panel development of the sail
* different types of sail cuts
