I need ideas on how to calculate /run a procedure to check for environmental legal requirements, 100% inside SAGA.
PROBLEM:. Law that defines total protection / no human presence for mountain areas which fall into the following 3 parameters ( X AND Y AND Z, at the same time, which are:
1) slope > 45 %
2) 100m or more from saddle point of the defining mountain sector - see item 3, below
3) mountain sector defined by the lowest point of saddle of a 500m radius , which may be a basin in case there's a catchment but not necessarily, it may also be a "rive-less" area.
I have been struggling to do this inSAGA. Can anyone help?
Generally this would be used in farms or urban areas that developers want to build. So size would be small to a few hectares (base DEM ).
The extract summits seems to not be so effective alone. I have tried running it but the lack of documentation regarding how to use it and what the variables mean does not help...

applying criteria 1 (slope reclassification) and 2 (buffer) seems easy, so I think your question is more about criterion 3. I am not sure to understand it's definition - do you need to extract ridges and then to find the lowest points along those ridges? Or is it more about finding the ridges and buffer from there?
Nevertheless, as a starting point I would have a look at the
"Terrain Analysis > Morphometry > Valley and Ridge Detection" tool (detect summit areas)
"Terrain Analysis > Morphometry > TPI Based Landform Classification" tool (detect landform elements like high/midslope/local ridges etc.)
