#4 Download Only If-Modified-Since

Sometimes one ends up having to restart Azureus a few
times for updates, etc. Having to wait on SafePeer to
download the lists every time gets old. It would seem
simple to have SafePeer store the last-modified time of
the lists it downloads, and only redownload them if the
copy on the remote server is newer. :)
