used cached blocklist when loading asynchronously

first of all -- thanks for this plug-in, it really
helps weed out fake files...
async loading would be much safer if it, by default,
loaded a cached blocklist first. then, after loading
the new list, the old one can be replaced.
from the options in safepeer.properties, it looks like
there is already a mechanism for updating the list
(enable.periodic.update) so maybe that could be used as
a base.
i'm not really a programmer, so i'm not sure if this
suggestion would be impossible to implement, but it
does make sense for the goal of the project.

I'd like to second this request.
I am particularly interested in a way to load only the cached
blocklist, so that I don't have to wait for a new list to be
downloaded every time.
