#8 main url safepeer changed

a lot of people have problems with loading the list of blocked ip's from safepeer.
discovered today that the main url has changed.
(found the solution on phoenixlabs, the original site of peer guardian.
you have to change the main url in :tools: plugins: safepeer. And in preference :ip filter:ip filter file for auto load.New main url is: http://www.bluetack.co.uk/config/level1.zip
(incl. the .zip)once push the auto load, that's all.
