SafePeer exported 0 entry to the IpFilter (currently 0 entry

SafePeer often ( more then 50% of the times I start Azureus) doesn't manage to load any ip-address to the IpFilter. Since the job of the plugin is simply to do that, shouldn't it do it? Or at least tells you that it didn't manage to load any blocklist? Every single time i have to check from the file safepeer.log to find that:
28 Jun 08 16:48:41 - INFO -> Starting SafePeer Plugin asynchronously
28 Jun 08 16:48:41 - INFO -> Periodic update of the IpFilter will occur every 6h0m0s
28 Jun 08 16:49:08 - INFO -> SafePeer exported 0 entry to the IpFilter (currently 0 entry)
To be sure that is not a simply blocklist-file missing from bluetack, I used the same file with Ktorrent, and it worked perfectly.

Had this problem for a few month (and versions) .found today the solution on phoenixlabs, the original peer guardian site.go to your client (vuze/azureus) Tools:plugins:safepeer
and change the main database url in http://www.bluetack.co.uk/config/level1.zip
(incl. the .zip!)Changed it today and it's working fine!vuze is dynamic blocking ip's.
(after changing the main url, you have to put this url also in: preference:ip filters
"ip filter file for auto load"(and push autoload)

I got this exact problem. This is on a Windows Vista box. I have never experienced it on a windows xp machine.
