#6 SafePeer does not load old blocklist when unable to connect.

Using Azureus 2.5.0.4 with winxpPro and aDSL.

There are problems with SafePeer that are too inconsistent to troubleshoot.

1. SafePeer does not load the blocklist when it cannot connect to it's update site, for various reasons, like website busy or not responding or blocked by ISP. Where does the blocklist go and why it does not load the old list anyway?

2. Safepeer loads normally and updates the blocklist when I use a vpn, not a proxy, but also sometimes it just does not load and there is no blocklist. This is about a 50-50 occurence.

In short no SafePeer without vpn, and this only half the time, but the major question is why it does not load the old blocklist anyway. Something better than nothing.
