After I have satisfied myself that I have some working code based on ECLI, using cluster notation in the .ecf file, can I build ECLI into a library (or, perhaps, two libraries: kernel and ecli) and use library notation in the .ecf file rather than cluster notation?

I'm sorry, I do not master the new cluster/library system built with ISE 5.7.
Apparently, it could be possible to create an ecf library.
If it's easier for you, just do it.
