I'm using foobar 1.6; and many other components work fine on both v2 and v1.6. It does on 1.5.5 too. There is no mention on the readme about v2 being a requisite, so not sure if this is a bug or intended.

Actually, msvcp140_atomic_wait.dll is missing. You can copy this dll from foobar v2.0 program folder to v1.6 program folder.

Reason: Not a valid Win32 application.
C:\Program Files (x86)\foobar2000\components
foo_input_sacd.dll Delete. Copy the new version files to the components location, reload from foobar.
