Could you print out PKG_CONFIG_PATH (printenv PKG_CONFIG_PATH).
And make sure ${PKG_CONFIG_PATH}/gtk+-2.0.pc exists
(ls -l ${PKG_CONFIG_PATH}/gtk+-2.0.pc)
