But I can't understand why it is so long for you to migrate JBPM3.1. Maybe it is a tough job.

We have jBPM3.1 in mind but currently we are working on release of RUNA WFE 2.0 wich uses jbpm2.0,hibernate 2.0 and EJB 2.0 as well.
Jumping from one technology to another takes a lot of testing and integration time (especially if you want to build stable enterprise environment).
Future releases will definitely migrate to EJB3.0, Hibernate 3.1, JBoss 4.0, Tomcat 5.5 because all these products have many interesting features. Same goes for jBPM.

For me the smallest evaluation scenario of engine looks like
deploy at least several processes
start and end several (more than 10000) complex processes
redeploy some of these processes
start and end several (more than 10000 again) complex processes
undeploy
