It's be nice to have a state for partially-completed torrents, where Rufus won't download at all, but will upload to other peers normally the peices that have already been downloaded previously.
I start and stop my downloads to take advantage of my uncounted off-peak download traffic allowance. With this feature, instead of stoppping torrents while outside of the off-peak period, I can set those torrents to upload only.
