I have just started using Rufus and it seems that all of my downloads are running at a fraction of what I would normally recieve using another client.
I have opened the ports as required but havent had any luck. I was looking for an option that will allow me to set the download speed but I can only find settings for the upload speed.
Have I overlooked something?

The first thing to note is: is this a public torrent? Almost all public torrents use DHT these days, which Rufus doesn't support, so yes, you'll find that using a DHT enabled client will connect you to a lot more peers than if you use Rufus.
Next thing is, if you're using Windows XP SP2, have you patched it to allow more than 10 half-opened connections? (Check your system log to see if you're getting ID 4226 warnings). Patching this to something more sensible (like 50 to 100) will enable you to connect to peers a lot faster. Google for the patch - it's called "EvID4226Patch223d-en.zip"
Lastly, remember that Rufus' strength isn't speed. Almost all the other clients are faster than Rufus, in my experience. The only reason I use Rufus is because of its anti-leech capabilities.
