I'm downloading a torrent from rufus v0.6.9 and have a 256kb broadband connection and yet am only downloading the torrent at a rate of max 12kb/s. Is there anything i can do to increase this download rate (I'm a bit of a novice when it comes to computers so in simple terms would be great!) thanks

Apparently, more & more folks are being affected by p2p throttling applied by their ISP. My own dl rate used to be up tp 2Mb/S, and is now down to 20kB/s! Time to change to a dialup modem...

I'll ask the following questions due to the fact that you have said that you are a novice.
Have you forwarded the correct ports? How many seeders and or leechers are there? What settings are located in your rufus?

Unless d0c can introduce encryption to Rufus, which seems unlikely, given the few users on any torrent.
