#39 Seed Ratio Count-down

Rufus v0.7.0

In the Settings ("Transfer Options"-"On Completion")
the Custom Condition "Upload till I have uploaded N%"
counts down, everytime I close the Settings!

Example:
Perhaps I set "150" in that Window and then I close it.
When I look there the next time the counter is set to
"149". I close it again and at the next time the
counter is set to "148".
