#29 Falsely trying uploading to 100% sources

Rufus is trying to upload by sending "unchoke" to some
other users with 100% of the torrent and no need in
downloading from you.

So when having a "Max Uploads" setting, not all uploads
are really used because the 100% guys aren't ignored.

    Unchoke is sent to a peer when you want to download
    something from them. An "unchoke" sent to a client with
    100% is normal as it just means that you are requesting them
    to allow you to download from them.

    As you can see in the screenshot, Rufus *is* already
    recieving data from the source, is sending and "unchoke" and
    is trying to upload - you can tell that last thing by the
    yellow background color.

    In the screenshot, Rufus is set to upload to 8 peers, but
    because Rufus is also trying to upload to the two seeders,
    it's uploading to only six peers.
