on Mac OS X 10.2.8 and ruby 1.6.7(built-in),
"ruby install.rb test" finishes with three failures.
all of failures occurs in tc_nsstring.rb.

    That failure occurs on MacOS X 10.4.2. That does not seem to depend on
    the version of system.

    the extension library "nkf" of ruby1.6.x and ruby-1.8.1, based on nkf(1)
    version 1, does not support UTF8.
    with $KCODE none or 'u', tc_nsstring.rb fails.

    When the value of $KCODE is "NONE", RubyCocoa treats
    ruby string as UTF8. NKF version 1 does not support UTF8.

    I fixed the test code. set $KCODE to "EUC" in the script.
