#9 configuration file I/O for CLI

Implement a way to describe observations as plain text
for CLI. Needs to be safe enough to be used also in CGI.

Might be useful to define file locations to be read
sequentially: /etc/ruby-spehre.conf -> ~/.ruby-sphere.conf
-> ./ruby-sphere.conf or the one specified in the command
line, with configurations overridden by later files.

Current sample of a configuration file is attached.

Allocation can be made from an IO on VER_0_1_1. More to do:
push stars, implement plotting side and conf file output.

VER_0_1_5 can read configuration files. Need to output
configuration files to be used as a CGI.
