[ruby-fltk-devel] New API reference document

I committed a good start at an API reference document. It
really should be in HTML, with hyperlinks. I'll probably
finish most of the content, and then convert it to HTML.
You might want to wait until after that to do a Japanese
version.

So far, I've only done the classes, but it's good enough
for this release. Later, I'll add Drawable, all the enums,
and the global methods.

Doing this helped me notice several methods that we
shouldn't support, and several others that we should add.
There are several places where we need boolean queries,
like Button#set?

But there's plenty of time for the package to improve. It's
already pretty good, I think.
