[ruby-fltk-devel] new file fltk/drawable.rb

I've added new file lib/fltk/drawable.rb and modified
lib/fltk.rb.
In drawable.rb, the module Fltk::Drawable is defined.
I aim to create other files in the directory fltk.

After doing `cvs update', run extconf.rb and remake the
Makefile again so that we can install those libraries.
