#483 README links broken

The README.md:

https://sourceforge.net/p/ruamel-yaml/code/ci/default/tree/README.md

Includes a bulleted list of links to the documentation, but each link includes a ".html" suffix that causes a 404. For example the README has:

http://yaml.readthedocs.org/en/latest/basicuse.html

But the real URL is:

https://yaml.readthedocs.io/en/latest/basicuse/

I updated the links and pushed to SourceForge. The README on PyPI is wrong as well, that will come with the next release.
