#5 Ontology Id representation in RTS

The ontology id in the RT templates assertions represents that the class or relation ids in the assertions belongs to the ontology. The ontology id can be represented by an IUI for a particular version of the ontology.

The ontology id representation as IUI needs to be implemented in the RTS.
