I think that certain content types need be specified and if that is done then whatever content types indicated in the header would be found in the body.
I think text should be a standard type and that no other restrictions be put on such response or request constraints otherwise due to compatibility issues.
Xml would allow schema definition and would probably be overkill.
I am pretty sure a format for text/parameter set was already given and thus could be used wherever a body is allowed so long as that content type was indicated in the header.
