#1 Allow building above own units

When selecting the place to build a building, it will get a red border and not allow placement if player-owned units are under it.

Optimally it should be made possible and the units beneath should be ordered to move out of the way.

At least it should be made possible, to build the building, where the currently selected builder(s) is/are standing.
