Dear All,

I try to use the newest rstplib in our products. During the testing of
our product, I found that it can't work well under two conditions.

In this case. port 1 is RootPort, port 2 is DesignatedPort, port 3 is BackupPort.

If lost connection of bridge 111 to bridge 333, port 3 will be changed
as DesignatedPort at fist because only one whose infoIs is "Received"
will be checked. And I think that it's a issue because port 2 will be
changed as DesignatedPort in next hello time. 

About this issue, if role of port is backup, don't consider it as root
port. And I don't check those ports which link is down.

In this case, if we lost connection of bridge 111 to bridge 333, bridge
333 will report root-bridge is 333 to bridge 222 from port 2. In bridge
222 port 2 will be set as new root port with root-bridge is 111 later.

Then bridge 333 will update root-bridge as 111 again. And it cause a
false loop with no-exist root-bridge 111. In this loop, root port and
root bridge is changed without pause in about 20s.

About this issue, I update info of ports connected with the same bridge.
Only port whose Role is AlternatePort, RootPort or DesignatedPort will
enter this loop. 

I'm not sure that What I modified is right. But It can work well in our 
system. And I can't find the better method.
