Is rssh not reading the configuration file???

Hi,
I have  a machine with freshly installed AWS linux 2.
I installed the package rssh

When I create a new user using rssh as its login shell, it allows me to
connect using sftp, but not send files using scp, even when I have both
  allowscp
  allowsftp
enabled in  /etc/rssh.conf

I get the message "This service allows sftp connections only."

The strange thing is that if I disable allowsftp I'm still been allowed to
use sftp

Is there a way to enhance the logging details to see from where does rssh
pick up the configuration?

I only have one rssh and one rssh.conf on my system

Any help will be welcomed

PS: I'm not using chroot at all
PSII: I can use scp on a normal account, sshd is not disabling it or
anything
