As per email chain below, we should move over to a mutex/named pipe combination to eliminate the need to listen on a port. As an alternative, need to investigate if listening only on loopback addr triggers prompt.
RSS Bandit opens to port so it can listen for other instances of RSS Bandit that are launched on the your machine and communicate with them (e.g. if you click "subscribe in RSS Bandit" from your browser while a RSS Bandit is already running)
