No .cvsignore?

There does not seem to be a .cvsignore in the root of the project, so my CVS client thinks I need to add all sorts of .obj, .bin, etc. files. I'm going to make my own local .cvsignore, but why is there not one in the project?

There are .cvsignore files. But I think as we are only three devs. here at the time, every one has it's own. But having them at root folder is not enough (I use tortoise CVS), every folder has it's own file. e.g. "bin" is not ignored, because we checked in third party assemblies, but we ignore the "debug" and "release" contained.
