New Standard C ini handling routines to solve some
of the limitations of the windows ini apis
WritePrivateProfileString and GetPrivateProfileString, now with
initial support to standard XML files, the manipulation
routines are provided by the library
libxml2 already compiled as DLL, including sample code,
look in the folder libxml2, included both
win32 and win64 libraries ready to be used
