#2 routers info is not being saved!

After receiving a routing bulletin, the software should
save info to recognize the router later. Here is what is
happening:
/usr/local/sbin/rspfd: recv_rspf_frag(): Got Envelope 172 (frag 1/1) from 44.158.12.1.
/usr/local/sbin/rspfd: Routing bull 57:0 from new router 44.158.12.1. <new>
/usr/local/sbin/rspfd: get_rtr_bull(): Cannot find router 44.158.12.1

This happens every time we receive a R.Bull. from the other
adjacent router.
