#1 4.7 issue

I use the 4.2 with zero issues (works beautifully). I upgraded to the 4.7. On my windows XP, it works wonderfully, but on my computer with windows 7 it installs fine, but will not load up and run. I have verified .net is updated.

Any advise, I have tried installing with admin permission, running with admin permission, tried to install in a different folder other than the default path (no good), tried to simply install overwriting the 4.2 files (no good), did a complete 4.2 removal and reboot( no good).
